Development permits and building permits are distinctly different. Development permits relate to land use by local Zoning Bylaws and are regulated by the Planning and Development Act, 2007, whereas Building Permits relate to construction by local Building Bylaws and are regulated by the Uniform Building and Accessibility Standards (UBAS) Act, including The National Building Code.
For further information regarding permitted, discretionary, and prohibited uses, please refer to the RM of Lumsden’s Zoning Bylaw. Zoning for all parcels of land in the municipality can be found on the “Zoning District Map” within the Zoning Bylaw. Regulations for each district will be found in the corresponding sections. Professional Building Inspections, Inc. (PBI) has been contracted by the municipality to perform building inspections. Development and building permit applications and payments should be submitted to the municipal office, not directly to PBI.
Building permit fees differ for each project and usually depend on the size of the project and the number of inspections it may require. For the latest list of fees, please refer to Bylaw No. 2014-17.

Demolition & Building Move Permits
1. Per the RM of Lumsden Building Bylaw, a Building Demolition or Building Move Permit is required prior to the decommissioning or removal of a building.
2. Applications for a Building Move or Building Demolition Permit may be found below:

3. A building may not be decommissioned or removed from a property until the RM is satisfied that there are no debts or taxes in arrears or taxes outstanding with respect to the building or land on which the building is situated.
4. The application fee for Building Move or Building Demolition Permit is $50.00 that involves a building over 74.3 m2 (800.00 ft2).
5. The applicant must also deposit a sum in accordance with the table below to cover the cost of restoring the site after the building has been demolished or removed to such condition, that it is, in the opinion of the RM or its authorized representative, not dangerous to public safety:
Buildings located on land in a potentially unstable slope area as identified in the Official Community Plan Hazardous Lands Map, where rebuilding is proposed: | $12,500.00 |

7. The deposit amount may be in the form of either a certified cheque, surety bond or an irrevocable letter of credit in the name of the RM.
8. The applicable application form, application fee (if required) and deposit (if required) must all be submitted concurrently.
9. Once the application is processed, a Building Demolition Permit or Building Move Permit may be issued.
10. Permits expire one year from the date of issuance.
11. Upon written notification of demolition or removal completion by the applicant, the sum deposited or a portion thereof shall be refunded, if the site is restored to a condition satisfactory to the RM or its authorized representative.
NOTE: The Building Official may need to be involved in this process if the project involves a building that has material below ground (e.g. house with foundation). Please contact the Lumsden Municipal Office for information.
